Eligibility Criteria

Preparation for Adulthood service works collaboratively across Birmingham to help young people transition into adulthood. We want to improve outcomes for young people by connecting them to services and community projects in their local area.

The Birmingham PfA team can provide advice, information and support to young people who are aged between 14 - 25 years old and meet one of the following criteria: 

  • Have special educational needs and a physical disability; or a learning disability; and/or autism and require support with at least one of the 4 PfA outcomes. These are:
    • Developing Independent Living Skills
    • Good Health and Wellbeing;
    • Friendships, Relationships and Community
    • Life/ Employment Skills (including Access to Employment)
  • Who may have need of support services as detailed in the eligible deamination as stated in the Care Act 2014 (link will open a new window)
  • Younger people who have left the care system and are post 21 years old and are not in full time education
  • If a younger person has experienced trauma, making them more vulnerable into adulthood and require support to achieve a more independent future and prevent the need for longer term support
  • Due to childhood experiences or trauma the young person may be at risk of offending behaviours
  • Young offenders post sentence completion (under 25 years old)
  • Young people at risk of exploitation and not making positive connections within the community

Please note: this suitability list helps the PfA Prevention team identify whether a young person may be suitable for support from our service. If they would like to work towards any of the four outcome areas, it is essential that young people want to work with the team. However, if it is likely there are eligible needs under the Care Act, the PfA Support Planning team may still be able to work with the younger person.

The PfA team are currently unable to support:

  • Younger people who are beginning their involvement with either National Probation Services or Youth Offending Service
  • Care Leavers under 21 years old or who are in full time education
  • Housing needs only
  • Younger people with a Mental Health diagnosis as a primary presenting need
  • Young people with long-term complex medical conditions requiring palliative care, and those with life limiting conditions and complex long-term conditions requiring health based support
  • Young people in the secure estate including prison, young offender institutions, secure children’s homes, secure training centres or other places of detention
  • Younger people (under 18 years old) in crisis situations who require prevention services
  • Young people who have turned 18 who have no recourse to public funds
